About

Clear CHOICE Arrangement math for the brokers who explain it

Choice Arrangement Deck helps brokers turn an employee census into an affordability analysis and a proposal employers can understand.

Our mission

Make the CHOICE Arrangement (ICHRA) affordability analysis fast, consistent, and transparent, so brokers can spend their time advising employers instead of building spreadsheets.

Why we built it

Pricing a CHOICE Arrangement for an employer means finding the lowest-cost silver plan for every employee, applying the right IRS safe harbor, working out allowances class by class, and then explaining it all clearly. Done by hand, that's slow and easy to get wrong. Choice Arrangement Deck automates the repeatable parts using public CMS data and puts the results into a proposal with your agency's name on it.

Who's behind it

Choice Arrangement Deck is built by Erik Coleman, an independent software developer based in Minnesota.

How we handle data

Employee census data is encrypted, deleted automatically after a retention period, and never sold. Plan and premium figures come from public government data, listed on our data sources page. We're not affiliated with or endorsed by any government agency.

Where the numbers come from

Affordability and premium figures are built from public government data that anyone can check.

  • Plans & premiums: CMS Exchange Public Use Files (Plan Attributes, Rate, and Service Area files) for HealthCare.gov states.
  • Rating areas: CMS state geographic rating area definitions.
  • ZIP codes & counties: HUD USPS ZIP crosswalk and U.S. Census Bureau geographic files.
  • Affordability rules: IRS guidance (9.96% for 2026, 10.22% for 2027) and HHS federal poverty guidelines.

Refreshed each plan year when CMS publishes updates. Figures are estimates from public data, not tax or legal advice.
